I think that countries with teacher shortages should absolutely develop programs for recruiting and retraining professionals from other careers. First, without teachers the overall educational standards of a population will decrease and those industries will cease to exist in the future. Additionally, given their importance to the future, teaching positions should be held by those people who are most intelligent and well rewarded. So a country would need to create incentives for people moving into a career in education. Thus I would highly support efforts to recruit people from other industries and move them into highly important roles in education.
