I don’t think it is disrespectful to take photos of strangers. I would assume that most people who do take photos of strangers do so mistakenly. It all depends on what the tourist plans to do with the pictures. If the stranger is simply in the background of a potential photo opportunity for a tourist, or if the photo is going to be used for private viewing only, I don’t see any harm in snapping the shot. However, if the tourist plans to use the photo of the stranger in a negative way or post it publicly, then I would most certainly label that as disrespectful. It all comes down to the intended use of the snapshot.
